Avatars and Signature graphics

Do you need to have a certain amount of posts to have avatars or graphic sig files?

I can't seem to find that in the FAQ anywhere.

I also cannot find anything on size limitations.

Well, at any rate, it is allowing me to add a sig and avatar today, although it told me I wasn't allowed yesterday.

Hopefully I am not breaking any rules, if so please let me know.
