Its the Sting - that particular seen is where Paul Newman's and Robert Shaw are playing a maney game on the train I do believe

I beleive the actor in the picture is Charles Dierkop and he did play in the Sting .

it's the sting. In the part redford knows the other guy is cheat but somehow redford out cheats him. The guy has another guy looking at what redford has. Somehow reford fools the guy who is peaking at his hand, to see that he has a shitty hand. The dude in the pic above bets the house after the other guy gives a nod. Redford wins all the money. So the guy gets all pissed. But the guy shouldn't have been cheating anyway

If it is Dierkop (I keep getting an image of him from PoliceWoman), then it is either The Hustler or The Sting. I would also go with the more famous movie.

The first movie that came to my mind I had seen him in was The St. Valentine's Day Massacre.
