Maybe he's not uptight about rep like some might be (present company excluded of course). Maybe he just sees it as a way to send some quick, private positive or negative feedback on a specific post. If he doesn't mind being in the red and if his feedback does nothing to affect anyone's green, I don't see why it's a big deal.
