My family and I are thrilled to live in the Kansas City area, and to help return our support to our fans and our local community. Ever since the mid-1990s, professional athletes who don’t make their primary residence in Missouri, as well as entertainers in the arts, have been contributing a part of their game day or performance salary to the State of Missouri under what is known as the Non-Resident Athletes and Entertainers Tax. As a resident of Kansas, I pay the tax.

This is nothing new – more than twenty states collect anywhere from three to nine percent from our proportional game day salary. Thus, every time that Peyton Manning and the Colts come to play at Arrowhead or Alex Rodriguez and the Yankees visit Kauffman Stadium, the State of Missouri earns revenue from the salaries of the visiting team. The reverse is also true when the Chiefs visit Peyton Manning and the Colts to play in Indianapolis.

In most cases where such laws are in place, the ultimate purpose of collecting the revenue is to help support local sports and arts program operations and funding. I understand that this was the original intent of the Missouri program as well. However, in Missouri, over the last few years, the nearly thirty million dollars in annual revenues collected from the athletes and entertainers have not been given back to support our fans and patrons who truly own facilities like the Truman Sports Complex. In light of needed repairs and maintenance at the publicly-owned facilities at which we play, I believe that it is time to make sure that we can fix our own stadiums before the situation worsens.

We now have a chance by promoting the passage of Missouri Senate Bill 269 (SB269). SB269 would make us, the professional athletes and entertainers, pay for a significant portion of future repairs and maintenance at the Truman Sports Complex. SB269 gradually converts the use of those revenues to help our publicly-owned facilities by 2009. It also would dedicate a significant portion of revenues back to our local arts community, another asset that my family, friends and teammates enjoy across our metro community.

Though I and many of my teammates have been supporting this program, the sports and arts patrons of Greater Kansas City have not received their fair share returned to our community. That is precisely why I fully support the passage of SB269.

Define "significant proportion" specifically in percentages please.

The roads suck and the schools are underfunded so we know it ain't going there.

while they are finding out where that money is going, why dont' they find out where all the Riverboat Casino taxes are going.. sure doesn't seem to be going to the schools like it was intended.. and we know its not in the roads, or police force, or firefighters...

(sorry to get political, but there was just another tax hike approved by the voters to increase taxes to pay for schools, and it just really pissed me off because the casino revenue was supposed to take care of schools!)

Ever notice how the thing most often unable to be funded in "the current budget" is schools?

I have an idea. Let's pass a law saying school funding comes first. Then, it would be something else that wouldn't be able to be funded every year. Know why the politicians won't do it? They know full well people will approve tax hikes rather than let the poor, poor kids go uneducated. Unfortunately the voters are too uneducated to realize their elected reps have pissed away all the money that should have gone to education on crap to help their own friends and families.

This is Senator Charlie Shields bill, the Senator that represents St. Joe (Buchanan Co.) and Platte County. :thumb:

Right now, that money has been diverted to General revenue, thanks to Bob Holden. It was originally designed to go to the Arts, libraries, that kinda stuff. When it was diverted to general revenue tthe legislators could basically do whatever they wanted with the money.

Sen. Shields (as well as a few others) would like to take that money, and put it towards stadium renovations at the K and Arrowhead, and some money would go to St. Louis for something or other(I don't recall really), and the remaining would go back into the arts fund and to fund libraries.

There is more than enough money here to payoff these projects. And theoretically, it's a greta iodea. Yes, it's tax money and could be used for healthcare, education, or something other than stadiums. But think about how much revenue comes in because of these player's salaries. If the Royals or Chiefs were to leave town, then all that money is gone and this would be a moot point.

And remember, Los Angeles does not have a professional football franchise...

I've been saying this from Day 1, that this is how the stadiums would be funded. I have known about this plan now for some time, even before the bi-state plan was proposed. Too bad the search function doesn't work or I'd attempt to find some of it :(

Regardless, I still think it will get done and the Chiefs and Royals will get their stadium improvements :thumb:

It's not precisely money that *could* be used for education and healthcare; it's money that already *is* used for education and healthcare. Given the current budget problems the state is having, I can't see how pulling money away from General Revenue programs is a good idea without restructuing the budget to better protect education and healthcare.

Is there really a concern that the Royals and/or the Chiefs will leave in the next couple of years without stadium improvements? I don't really know about the Royals, but I thought the Chiefs were locked into KC for a while.

Let me see here, so you're a proponent of:

1. Levying a tax for one thing and then spending the money elsewhere
2. Putting things off until they cost 10x as much and/or it's too late.

Does that about cover it?

their leases expire shortly, and the idea would be to lock them in for the next 20 years or so, so they don't have an option of moving.

They're also tryingto use it as a bargaining tool to get the training camp moved to St. Joe.

From the Chiefs perspective...


There is revenue to be made with a better stadium. I've said this before, but al last seaosn Carl and cr took groups on the raod with them to visit opposing stadiums. Sen. Shields and other dignitaries attended the game in Baltimore, there was a group that went to Green bay when we played them (either last year or yearbefore) and there have been other trips as well.

The point is, the faster you get people in and out of the stadium (concourse, exits, entrances), the wider the concourses for quicker travel to and from seats/ concessions, the shorter the lines at the restrooms, and more concession stands = more revenue.

they have done cost studies on newer stadiums with newer facilites compared to old, and the newer stadiums make tons more money off concessions because of the added amenities.

And, most importantly (I almost forgot) LUXURY BOXES!

This is what the Chiefs want, more money. Imagine the money they could be making in a brand new stadium out in Los Angeles!

They don't care if they are playing in Kansas City, LA, wherever. I'm sure there's some inside the organization that definitely want the Chiefs to stay in KC. But the poitn is, if we blow them off and don't give them what they want, they are going to explore other options.

So is it worth calling their bluff and not giving in? You can argue about education and healthcare all you want, but the fact of the matter is the revenue generated rom our professional sports franchises gives a lot of the money for those expenses. If they're gone, that money isn't coming in at all! And then we're looking for new ways to fund education in the state of missouri!

Even CP isn't dumb enough to move a team to LA. LA can't support a team, they're too big a bunch of pu**ies. Remember, LA has lost two teams in the last what, 20 years?

Huh? LA's had zillions of chances to pony up, yet they never have been able to come up with a plan. Everytime someone tries to come up with a new idea, some other group proposes to renovate the 2,000-year old Coliseum.

You must have forgotten that Tagliabue awarded LA the most recent expansion franchise, with Houston as the fallback option, and LA's one requirement was to come up with a viable stadium plan in like 6 month's time. The LA civic "leaders" couldn't come up with anything, and Houston got the expansion team.
