The real trick to the scam is having a tiny little, self sustained, black market just for wheelchairs hanging around wherever you happened to park... But other than that, it's a great scam.

Ingress is not at issue here. The individuals are responsible for their own mode of transportation while making their way into the mall. Once inside the mall, however, the burden of accomodation falls upon the operators of the facility.
