The neighbor probably made a bad p.r. move in his execution, but at the same time I agree with others that we don't know the whole situation. If the kid is running amok with no supervision, it would be incredibly frustrating for the neighbors.

When I was 9, there was a family two or three doors down that had several kids, one of whom was deaf and mute. He was a nice kid overall and wasn't completely out of control, but (and I hate to put it like this), he was kind of like having a big wild animal around. He couldn't communicate at all would just kind of run around. We couldn't teach him any rules to let him play our games, so we'd be in the middle of a football game and he'd show up and start tackling people between plays, or he'd run off with the ball and we'd have to chase him down. He was bigger than most of us, too. It got a bit frustrating at times.
