Ok... I did that but when I then click resize all the damn thing does is tell me a pop up was blocked and goes blank. I suck....

Adobe Imageready is the way to go.

Jasc Animation Shop is the only program I have ever used in bringing awesome Chiefs .gifs to the planet. It is pretty much flawless. I can't think of a way in which it could be improved upon for what I need it to do.

I can get the gif to 150x150 pixels, but I can't get the file size below the maximum number of bytes our board allows.

You can reduce image size, crop, cull out frames and reduce the number of colors in an image.
