The issue is that they're NOT attachments - they're embedded HTML. And there's no option to allow some users to use HTML without others.

Morph fixed this particular web site, and I believe he's also fixed it so that n00bs can't post images, but there's no guarantee he won't find others - it's like posting an embedded youtube video. We could disable HTML entirely, but then people couldn't post videos except from specific sites (youtube and a couple others).
