It was a fumble but I think there was an inadvertent whistle.

Which is definetly one of the themes of the young NFL season so far, inadvertent whistles and the resurgence of the direct snap to an RB.

In that situation, I think you punt on first down. Not only is there only 19 seconds left (Herm is all about clock management), 4000 things can happen when you kneel down, and only one of them is good.
