Even though there's not a salary cap in 2010, the NFL's rookie pool continues. The rookie pool is the maximum amount of cap space a team can spend on its rookies. This is part of the reason you'll see JaMarcus Russell (http://www.sbnation.com/nfl/players/18987/JaMarcus_Russell) get paid $3.2 million in year one and $19.9 million in year two.
This year the Chiefs (http://www.sbnation.com/nfl/teams/KAN) have about $6 million (http://insider.espn.go.com/nfl/insider/columns/story?columnist=pasquarelli_len&id=5170746), according to ESPN's Len Pasquarelli who obtained the full list.
No. 1 on the list is the Rams (http://www.sbnation.com/nfl/teams/STL) with nearly $7.6 million in the rookie pool. Two years ago the Chiefs led all teams with $8.2 million in the rookie pool. That year Tyson Jackson (http://www.sbnation.com/nfl/players/71422/Tyson_Jackson) counted just $2.86 million against the cap -- according to USA Today's salary database (http://content.usatoday.com/sports/football/nfl/salaries/teamdetail.aspx?team=16&year=2009) -- so the big contracts don't necessarily mean a big cap number in year one.
