why (besides the obvious)?

I think it's probably a message from Haley. He was very good last year when playing for a contract. He's caught Larryjohnsonitis this year. Needs to get cured from that or hit the road.

apparently he was only playing for a contract last year

no reason for Chambers to take another snap this year unless somebody gets injured again.
