Drafting for Dumbies question

If a team that goes in the playoffs
but have a worse record get a lower draft pick
than a team with a better record but no playoffs?

Team that didn't make the playoffs will get the better pick.

I think they rank them by playoff order at the bottom, so the SB champ gets the last pick, on up, and after the playoff teams are ranked, they rank the non playoff teams, with the worst getting the #1 pick on down the line.
