Who knows the story behind that. Although it looks bad, Americans have a comparatively high rate of education and literacy compared to the rest of the world. The average American is 20 times (that's a made up number by me) than the average Chinese or Nigerian citizen.

I teach high school. 15-20% of students are pretty smart to brilliant. Nearly 80% are, to be kind, "developing" their intellect. Only about one-third will make it to "smart" as adults.

It's pretty depressing....but we have created a society and culture that rewards and perpetuates mediocrity. Our "best and brightest" will help to keep this country "great," but prosperity, technology, and complacency have made average Americans lazy....and as a result, we've become a nation of under-achievers.

And, yeah....I know ClayWhit's thread says otherwise, but the test comparisons cited are really manipulated and cherry-picked statistics that are not reflective of reality. In trying to accomodate growing "knowledge" they've over-compensated for the variables, which renders their conclusion and the historical comparisons invalid...at least, in the methodology of quantitative "research."
