Okay, I have analyzed this and have an answer for you. "The Giggler" is a man who belongs to a gang of outlaws called, ironically, "The Outlaws". "The Giggler" used to be known as simply "Giggler" but when you get shot by fat Steven Segal they put a "The" in front of your name. He doesn't actually giggle at all. He snorts and chortles but either of those would have made awful names. Most importantly, the reason it ties to Osama bin Laden is because they buried his body at sea within 24 hours. You can't see it depicted in this video but if you were smart and could properly search youtube you would see that the next scene is aboard an aircraft carrier and they held a 45 minute ceremony for the guy. Touching.
