KANSAS CITY, Mo. -- Msgr. Robert Murphy, vicar general for the Kansas City-St. Joseph diocese and a key official in deciding how the diocese responds to cases of sexual abuse, has himself been accused of sexual misconduct, The Kansas City Star reported this morning.
Four years ago, Bishop Robert Finn received a letter from a local man alleging that Murphy had exposed himself and propositioned him for sex during a meeting at a parish rectory in 1984, The Star reported.
Finn wrote the man back saying the man’s allegations were unsubstantiated.

The revelation of the report comes as the diocese is dealing with criticism over the way it handled the case of Fr. Shawn Ratigan, a local pastor who was arrested May 19 on three counts of possession of child pornography.
NCR obtained a copy of the 2007 letter alleging misconduct by Murphy. It was written to Finn by Brian Heydon, a local licensed professional counselor. In it Heydon alleges that Murphy propositioned him for sex after the two met for dinner to discuss a possible vocation to the priesthood.

Upon returning with Murphy to the rectory of a local parish to continue their discussion, Heydon says Murphy changed into a tank top and gym shorts, sat down in a chair facing Heydon, exposed his genitals “out of the side of his gym shorts,” and asked if Heydon wanted to have sex.
In a May 4, 2007 letter responding to Heydon, also obtained by NCR, Finn wrote that while the accusation “has given rise to serious discussions and considerations,” it “does not square with others’ life-long knowledge of this priest.”

Calls to Murphy and the diocesan spokesperson, Rebecca Summers, were not returned this morning.

“Bishop Finn’s letter will serve as our comment,” Summers was quoted in The Star report.
Heydon told Finn that he had written to Bishop Raymond Boland, Finn’s predecessor, in 2002 about the incident. Heydon also provided Finn with a copy of that letter, which NCR has also seen. While the 2002 letter makes some allegations, it does not provide any names.

In a press release this morning, the Survivors Network of Those Abused by Priests says Finn should have met with Heydon in person in 2007 to discuss his allegations against Murphy.

“If Finn feels he can’t substantiate an abuse report, there’s a simple answer: put notices where the priest worked,” writes Barbara Dorris, SNAP’s outreach director.

“That is what a true shepherd would do.”

Murphy, who has been the diocese’s vicar general since 2005, also serves on the diocesan review board, which is tasked with assessing allegations of sexual misconduct by priests.

Jim Caccamo, who serves at the chairman of that board, told The Star that he remembered Heydon’s claims from 2007, but that the board would not have responsibility in the case. In 2007, Caccamo was serving on the board but was not the chair.

“The review board’s charge is sexual abuse of minors,” said Caccamo, “so other than to know about it, which I do, it doesn’t go to the review board.”
The question of the review board’s actual involvement in cases of sexual misconduct by priests has also been raised in the case of Ratigan, whose computer was first found to have images of child pornography in December.

The principal of the elementary school attached to the parish where Ratigan served also wrote a letter a year ago, addressed to Murphy, detailing concerns teachers and parents had about Ratigan’s interactions with children.

Diocesan officials did not share that letter, or the fact that Ratigan’s computer contained possible images of child pornography, with the review board, Caccamo told NCR last month.

In a press conference May 27, Finn told reporters that Murphy briefed him about principal Julie Hess’ May 19, 2010, letter at the time but that Finn himself had not read it.

Last week a Kansas City candidate for the permanent diaconate withdrew himself from ordination because of the continuing developments in the diocese.
“Because of the recent disclosure of failures within the diocese to protect the people of St. Patrick Parish from harm, I cannot promise respect or obedience that is a part of the diaconate ordination,” wrote Jim McConnell on his parish Web site.

“To me this breakdown in the system that was put in place to protect God's children is inexcusable.”

Ratigan was arraigned May 23 in Clay County court, and he pleaded not guilty to three charges of possession of child pornography. He is scheduled to appear in court again June 16.

In a statement the diocese released May 20, the diocese said that it had sent Ratigan "out of state" for psychiatric care after a suicide attempt -- emergency workers found him Dec. 17 unconscious in his closed garage with his motorcycle running.

When the priest returned to the diocese, Finn said in the letter, Ratigan was sent to a community of the Sisters of St. Francis of the Holy Eucharist with instructions to not attend or participate in events where children were present. Finn also said the priest "did not have his computer or his camera in his possession during this period."

Records obtained by NCR indicate Ratigan accessed his Facebook account as late as March 9, and posted several status updates that day using his cell phone.

After the diocese became aware that Ratigan had attended several functions involving children, Finn said in the letter that the diocesan vicar general contacted the police again May 12.

Following an investigation, police officers found more pornographic materials of children -- including "up-skirt pictures that were covertly taken," as well as a nude photo of a minor female.

According to court documents, detectives determined May 13 that many of the images "were taken in and around the churches and schools Ratigan has been associated with."

Wow. Sounds like the Church needs to get someone from outside their organization to investigate this stuff....Their internal reforms and policies are not working it appears.

Diocese removes top official from overseeing sex abuse claims

The vicar general for the Diocese of Kansas City-St. Joseph will no longer oversee sexual abuse allegations against priests, the diocese announced today.

Msgr. Robert Murphy, who has recently come under fire for the way he handled the case of a priest charged last month with possessing child pornography, will be replaced in that role, according to the diocese.
The Rev. Joseph Powers has been named the Vicar for Clergy, a new position.

The announcement by the diocese came on the same day that plaintiffs who won a $10 million settlement in 2008 in a sexual abuse lawsuit against the diocese demanded that the case go to arbitration.
The plaintiffs said the diocese has failed to abide by some of the terms agreed to in the settlement that were designed to protect children from abuse, although the diocese responded with a letter saying it had complied in all ways.

The diocese announced it will give Powers some of the duties previously assigned to Murphy.

“As Vicar for Clergy, Father Powers will serve as a liaison for diocesan priests and oversee assignments as well as pastoral effectiveness,” the diocese said in a statement. “Father Powers also will assist the bishop with any allegations of clerical misconduct and will serve as an ex officio member of the Diocesan Independent Review Board.”

Powers will continue as pastor of Co-Cathedral of St. Joseph in St. Joseph, Mo., the diocese said.

“With Father Powers assuming the duties of Vicar for Clergy, we strengthen our administrative oversight of the diocese and draw upon Father Powers’ pastoral experience in urban, rural and suburban parishes throughout the diocese,” Bishop Robert Finn said in the statement.
Murphy will continue to have responsibility for general administration, directly supervising chancery employees and serving on diocesan boards and committees, Finn said. He also will remain as pastor of St. Bridget Parish in Pleasant Hill.

Powers will become an ex officio member of the diocese’s review board, which is charged with assessing sexual abuse allegations against priests and making recommendations to the bishop. Murphy no longer will serve on the board.

The diocese’s statement provided no explanation of why Murphy was being removed from his duties of handling sexual abuse cases, and the diocese did not answer further questions about the action.

Murphy has been prominent in the case of the Rev. Shawn Ratigan, who was charged last month with three counts of possessing child pornography. He pleaded not guilty to those charges in Clay County court and remains in custody on $200,000 bond.

After Ratigan’s arrest, it was revealed that the principal of St. Patrick School in Kansas City, North, had given diocesan officials a memo more than a year ago detailing concerns teachers and parents had about Ratigan’s interactions with children. Finn told reporters that Murphy briefed him about the memo at the time but that he did not ask to read it.
“Monsignor Murphy told me that he had thoroughly discussed these concerns with Shawn Ratigan and how he was to change his behavior,” Finn said.

On June 9, The Kansas City Star reported that Murphy himself had been accused of past sexual improprieties. A Kansas City psychologist wrote Bishop Finn four years ago, alleging sexual harassment by Murphy in 1984.

These incidents are ugly and indefensible. If you feel the need to persecute the vast majority of Catholics who abhor these acts and are faithfully practicing the good works in which we believe by all means enjoy yourself.
These reports hurt all Catholics.

I'm merely asking for the guy who has constantly defended the church's action (lack thereof?) in regard to the sexual misconduct of priests (THEY'VE CHANGED, REALLY THEY HAVE!) to have a go at this one. if you feel the need to defend the church's lack of action, then by all means enjoy yourself.
These reports hurt all Homo sapiens.

I don't feel the need to defend anything to anyone on this board. You aren't "merely asking" for anything; you are attempting to gloat and persecute. Feel free, but at least be honest about it.
