With the new rookie pay scale & teams able to negotiate with the top pick available before the draft. Can we expect the top #1-#3, or perhaps even more to be signed before draft day?
If they're not interested in trading it away. WTF reason would they have to wait?

Why would they?
There's not really a hold-out threat anymore. Rather than seeing multiple picks signed prior to the draft, I see no reason to negotiate before the draft since the hold-out threat has been all but eliminated by the scaling.
