Duluth, Minnesota Police Officer Richard Jouppi has been charged with assault after a surveillance video (below) showed him hitting a drunk 50-year-old man, Anthony Jon Jackson, in a wheelchair. The Duluth News Tribune reports that Officer Jouppi has been placed on paid administrative leave while an independent prosecutor investigates the Sept. 21 incident. Officer Jouppi and his partner arrested Jackson, who had allegedly been in two fights at his apartment complex, earlier that night. Police said Jackson is able to walk, but was in the wheelchair when officers arrived. The video shows Jackson asked by a female police staff member to remove his leather jacket. Jackson stands up and asks her, "Would you like me to throw it at you?" The female staff member says: "Throw it at me, see what happens."

A. Don't ever assault a police officer.
B. Police officer obviously took that WAY to the next level. I am sure that by cuffing him and charging him it would have been just as affective as BEATING HIS ASS IN TO THE GROUND. He obviously let his temper get the best of him. Too bad because he will probably pay with his job.

Misleading news title much? It should read: dumbass gets a beatdown for smacking cop; additional beating for unnecessary use of wheelchair (drunk and stupid does not equal handicapped).

Yeah, I usually have those guys backs but this one looked a bit too intense. I was okay with flipping him over and putting him down or even a knee in the neck but the flurry of punches immediately following the slap were excessive. This dude is going to fry for it.

This is total bullshit, the guy in the wheelchair isn't even crippled allegedly. Like anyone would say anything if it was an able bodied man (which he is apparently) that punched a cop and got his ass beat. He clearly was resisting arrest from the start and then punches the cop in the face. The cop decked him until he became submissive and even kept his cool (immediately stating: "shut up back up, I'll arrest you too").

I am seriously starting to get enraged with this country's media, all they do anymore is troll the idiot population. So if I get a wheelchair and sit in it I can do whatever I want?

Looks like the cop was trying to tip him over by bending his arm back before the slap... Would I have slapped the officer? No.. But he was excessive prior to the slap and subsequent beating..

I really don't care if he was crippled or not. If you assault an officer you better be ready to dance.

I am always curious what the partner in these situations is thinking, though. They are caught between a rock and a hard surface. They can't really intervene without throwing their partner under the bus. Like the youtube video of a male officer wrestling a guy on the ground and having the suspect under control, for the most part, while his dumb bitch female partner is bashing the suspects face in with her baton. I wonder what the male officer was thinking.

I didn't either. All that dude had to do was lay down on the ground. I don't really have much issue with outmatched females or smaller cops beating somebody into submission. I also acknowledge that the guy in the chair was presumably somewhat able bodied. But his head was on a tee for that cop to pummel. I know the moron shouldn't have slapped the cop and I guess the cop will probably get off because he was assaulted first but for me, a weak ass slap doesn't equal an ass pummeling with fists especially when the cop has the advantage of leverage and power when the guy is sitting in a chair. But that's just me and I'm probably technically wrong according the the letter of the law.

Just because that dipshit was yelling "OK and ALRIGHT" he was still resisting. I am pretty sure police are instructed to subdue a resisting suspect by whatever means necessary. What was she supposed to do? What if the suspect got his hands on the wrestling officers gun and killed them both.

If you don't want an ass beating, submit to the police when arrested. Why is that so difficult to understand?

He was resisting up until the point where she whacked him in the head. Up until that point I don't care, but after she got a clean shot in he was done and on his back, no longer resisting, but she still continued. She says "roll over" yet she fails to realize that her partner is planted on top of him preventing him from doing so and because he doesn't she continues to hit him.
