Long story short, I live in KC and bought a car from a guy in Polk County, Iowa 10 years ago. The car was stolen from me when I got it back to KC, prior to me registering it in Missouri. The car was found and I took back possession, but it was damaged.
The car has been garaged ever since. I am now motivated to do something with the car, however I can't find any of the paperwork (bill of sale, title, email correspondences).
It sounds like the best course of action is to find the original seller, have him apply for a duplicate title and forward it to me so I can start the process of getting it registered in MO. However, without the paperwork, I can't find him. Iowa DOR won't release his information to me.
All I have is the vin and the tag. Any other avenues on how I can track this guy down? Carfax?
