Assume that the NFL does an experiment. They notify the 32 teams that one week next year - let's call it Week 11 - there will be no penalties called.

None.

Zero.

The rules of the game will still be in place. A touchdown is worth 7 points, 4 downs to get 10 yards, etc. However, there will be no penalty for violating rules.

What would happen? How would games turn out? Would there be more scoring or less scoring? Would the games be more interesting or less interesting? Would all of the players end up hospitalized or would there be so much Mutual Assured Destruction that players would refrain from heinous acts?

Every kickoff would get angled out of bounds within the 10, there'd be less than seven men on the LOS, every player on offense is an eligible receiver, every man on offense can move toward the LOS at the same time... Rub routes with (in?)eligible receivers downfield would be prevalent.

Defenses would pretty much camp in the "neutral zone", receivers would get mugged downfield.

Guys would be boosted up rugby style to block field goals.. Or short smaller players would be hoisted on the tallest man's body to block kicks. Lots of leg injuries with clipping and blocks in the back on returns.

The Patsies and Donks would suddenly look extremely ordinary.

I would have the team show up driving ATV's. For the kickoff we'd just onside it and drive down the field in them and score.

Why not go offsides every play and kill the QB?

It would be bedlam. Each team would field their entire squad due to the lack of the "Too many men on the field" rule. Defensive players would attack the QB pre-snap with knives, etc... That's just the start.

Everybody would be hurt. Late hits unnecessary roughness abound.

Yeah the game would be total chaos. You'd have WRs running their routes on the sidelines then stepping into the endzone for a quick catch lol.

Of course, with no offsides or encroachment, a defender could position himself between the center and QB to intercept the snap immediately. I don't think any passes would get thrown.

Peyton Manning would still get calls. Incomplete passes would be ruled complete. the opposition would catch balls that would be deemed incomplete. Opposing running backs would gain ten yards and they would spot the ball 5 yards behind the original LOS.
