It's LEGAL to want one's balls on either the lower side of the PSI or the higher side or anywhere in between. Yet the refs 'effed them on the Jet's game putting the balls at 16. Even the eligible receiver situation with the Ravens is included in the list of cheating offenses. ( that was legal per the NFL) Meanwhile, Wells even witheld evidence in that report—all of Tom's testimony conducted in his interview on the matter.
