This is a Tor Exit Router
Most likely you are accessing this website because you had some issue with the traffic coming from this IP. This router is part of the Tor Anonymity Network (https://www.torproject.org/), which is dedicated to providing privacy (https://www.torproject.org/about/overview) to people who need it most: average computer users. This router IP should be generating no other traffic, unless it has been compromised.

Thus, in the mind of this operator, the social need for easily accessible censorship-resistant private, anonymous communication trumps the risk of unskilled bad actors, who are almost always more easily uncovered by traditional police work than by extensive monitoring and surveillance anyway.
In terms of applicable law, the best way to understand Tor is to consider it a network of routers operating as common carriers, much like the Internet backbone. However, unlike the Internet backbone routers, Tor routers explicitly do not contain identifiable routing information about the source of a packet, and no single Tor node can determine both the origin and destination of a given transmission.
As such, there is little the operator of this router can do to help you track the connection further. This router maintains no logs of any of the Tor traffic, so there is little that can be done to trace either legitimate or illegitimate traffic (or to filter one from the other). Attempts to seize this router will accomplish nothing.

That being said, if you still have a complaint about the router, you may email the maintainer (mail@xzyqvk.co.uk). If complaints are related to a particular service that is being abused, I will consider removing that service from my exit policy, which would prevent my router from allowing that traffic to exit through it. I can only do this on an IP+destination port basis, however. Common P2P ports are already blocked.
Due to repeated abuse complaints, the following IP addresses are inaccessible from this Tor exit:

You also have the option of blocking this IP address and others on the Tor network if you so desire. The Tor project provides a web service (https://check.torproject.org/cgi-bin/TorBulkExitList.py) to fetch a list of all IP addresses of Tor exit nodes that allow exiting to a specified IP port combination, and an official DNSRBL (https://www.torproject.org/tordnsel/dist/) is also available to determine if a given IP address is actually a Tor exit server. Please be considerate when using these options. It would be unfortunate to deny all Tor users access to your site indefinitely simply because of a few bad apples.

Wow.....thank you guys, those are kind words. I still check in every couple of weeks and read a little, just don't post much. Still lots of good people here after all these years and I'm sure plenty of the noobs (last 4 years?) are fine folks too.

And sec, for my money you are the best hit and run, one liner poster in CP history. So many times you have made me bust a gut laughing in 20 words or less. The world undervalues the gift if brevity.

Looks like some kind of a Swiss origin IP? (dirty yodelers) With the site being kind of dinged right now I could only do a level one search on the IP. Level two may or may not have resulted in an answer, likely not in this case.

I got the email as well. IP address was 77.109.141.138.

When I googled the IP, I got the same page that listo posted earlier in this thread.

Also, the NSA would have a better chance of decrypting my passwords after pulling the file off the server than guessing it. Just in case this person is reading.

The same thing happened at Patriots Planet. I noticed what an issue it was when emails stopped working so well and I started getting the bounce back messages. As many as 5 per hour of these login attempts. The vast majority of them were coming from Tor. There are far too many IPs associated with Tor to block them all individually, so I found a vbulletin mod to block all Tor users (sucks for those who just want privacy, but this needed a sledgehammer solution.) I assume they are brute force scripts attempting to hack random accounts.

The problem has died down considerably. I see one or two a week now and after checking the IP, I block these individually.

I don't have any reason to believe it's true and I'm not trying to get Bufkin banned or anything like. But Bowser is good dude and I don't believe he would say that about just anybody. So I wonder if he knows something that I don't. Or it is possible that he's barking up the wrong tree.

I think if it was really one of those two guys, the mods would recognize some kind of pattern.

Until then, just keep a good password and don't worry about it. They aren't going to get you in 5 tries unless you are a complete moron.
