There's no "real" answer other than this, though you could I suppose argue that the Nazgul (on fellbeasts), or Sauron himself, might have been able to do something about them.

Though how long it took the Nazgul to reform after getting blasted at the Ford of Bruinen is unclear. And, of course, Sauron isn't even a big eye in the books, but rather an incorporeal being who can exert influence in various ways. The eagles would not have been a subtle/stealthy approach to Mordor, and it's just not clear what, if anything, Sauron could have done to stop it.
