My thoughts:

Tennessee. They had pretty good quarterbacks for 27 years in Moon, Pastorini, and the really tough Steve McNair. Other than that, it's a complete disaster. But that's probably above average around the league, so I rated them "somewhat strong". It's pretty much a nod to Moon.

Washington. Man, 12 pro bowls with that list? Have they ever been above average at QB? Maybe Jurgensen was above average, I guess, but he was before my time. I think a random general manager off the street (but not Scott Pioli) could have had a better quarterback history than that. I think their pro bowls were generally because they had strong teams around the quarterback. I rated them "somewhat weak" as an homage to the pro bowls, but it's not an impressive timeline.
