I see another possibility. Dorsey has seen Foles previous body of work along with his 'tape' with the chiefs (including practices). He might have decided that he isnt picking up Foles $10 million 2017 option (its not like the Chiefs really have the cap flexibility to invest $30 million at the qb position anyway).

Other than Alex Smith, that leaves Tyler Bray on the team (who will be on the final year of his contract in 2017).

Since Reid has a complex playbook, I could see them both wanting to go into 2017 with as many qbs as possible who are familiar with that playbook. A rookie drafted qb probably cant mentally compete for the backup position.

Thus, I could see the team wanting to give Tyler Bray legitimate competition for the backup position in 2017, and then having a developmental #3 QB to groom.
