That was the play where Hali went down gimpy and the clock hadn't re-started when he got off the field.

That's the kind of play where the QB can make that 'mesh' motion with his hands to get the clock re-set. And oftentimes the officials will just do it on their own.

Nothing untoward there; SOP.
