It looks like the NFL has used the same company for its draft tracker since 2014.
They generally put out their player grades very early. Way before the combine and workouts and media hype/smokescreens.
I will list the player, grade and actual draft position

Bortles, 6.2 , Round 1 pick 3
Bridgewater 6.1, Round 1 pick 32
Carr 6.1, Round 2, pick 4
Manziel 6.1, Round 1, pick 22
Garoppolo 5.8, Round 2 pick 30
AJ McCarron 5.7, Round 5 pick 24
2015
Winston 6.7, Round 1 pick 1
Marriotta 6.2, Round 1 pick 2
Petty 5.4, Round 4, pick 4
