One of the first responders was a former combat medic, and his knowledge of dealing with IED victims enabled him to save the guy's life. But I don't know if it would have been more merciful to just let him bleed out.

Leg, without question. That body part's functionality can be replicated quite well with a prosthetic. If you lose your hand/arm well... you just don't have it any more.
