Perhaps some info on NFL Practice Squads might be helpful -

How many players can a team keep on their practice squad?
10 total players can be kept on the practice squad. The NFL increased the size from eight players to 10 players ahead of the 2014 NFL season.

Who is eligible for the practice squad?
Any player who hasn't accrued more than three seasons on the practice squad or more than two seasons of NFL active roster experience. Teams can carry up to four players who have two seasons of NFL experience.

How long can a player stay on a practice squad?
A player can stay on the practice squad for a total of three seasons before he becomes ineligible. An accrued season on the practice squad is equal to six total regular-season games.

How much money do practice squad players make?
Practice squad players make at least a minimum salary of $8000 per week. This is an increase of about $400 from last season. Players can negotiate to receive more. Practice squad contracts do count against the salary cap, so while there is no maximum salary, teams must be aware of what they spend on practice squad players. Teams can persuade players from joining other teams' active rosters by paying them more to play on the practice squad.

What happens when you release practice squad players?
Players on the practice squad are subject to NFL waivers when they are released. This means that they can be claimed by other teams until they clear waivers and become a free agent.

Can another team sign our practice squad player?
Yes. This is often referred to as "poaching". Practice squad players are allowed to negotiate with other teams while they are on another team's practice squad. However, they can only be signed to a 53-man roster and not the practice squad.
Practice squad players cannot be signed to the roster of an upcoming opponent within six days of playing said opponent. This avoids any unfair advantages.

How do promotions to the active roster work?
Teams can promote players from the practice squad to the active roster at any time. When a practice squad player is signed to a team's active roster, they must receive at least the league minimum salary. Teams are required to pay three weekly paychecks at that salary, even if a player is released prior to three weeks' time. Teams usually promote players due to injury or suspensions.

Elijah McGuire was NOT put on the Chiefs regular 53 man roster.

This does not mean that Darwin Thompson has somehow failed.

Chiefs at the beginning of the season had RB Marcus Marshall on practice squad. On October 10 Chiefs released Marshall from PS and added Ryan Hunter.

A practice squad RB gives LeSean McCoy (31) and Damien Williams more of an opportunity to rest their bodies.

You can never have enough running backs that Andy Reid can plug into the offense because they already know the plays and are ready to go. Multiple running backs can be hurt in one game.

Elijah McGuire has some skills with being able to run and catch passes that the Chiefs can maybe use and this gives them a chance to evaluate him.
