It's one thing to violate rules that hurt your own team. We're in a unique situation where his negligence has screwed two other teams who were following the rules. The NFL needs to send a message before reckless teams like this throw the whole season into chaos.

I mean, Pittsburgh did nothing wrong and now they're punished by having a bye week super early in the season. The bills are being punished by having their whole schedule disrupted to accommodate Tennessee. Not to mention how much this screws over teams and the TV networks financially by having to flip schedules like this.
