That doesn't necessarily mean that they're "out".

That just means he'll see what other teams offer then he'll weigh if he'd rather go to a contender or not, I mean if Cleveland is gonna throw out like 4 years 60 million with a big guarantee then yea he'd be stupid to not go there.

In the real world, it obviously doesn't mean that KC, the Bills or any other team are completely out of the running. We've all seen how FAs can turn on a dime. But the inference about the writer's opinion is there. It's open to interpretation: "...but his salary expectations are too high and they couldn’t offer him what he wants." And the DeHop rollercoaster continues.

I think the writer is just inferring that based on what happened during the period when Arizona was shopping for him (which Breer, etc had reported). I don’t think that necessarily speaks to the situation as it stands right now.
