So, different internet providers, cell phone carriers, etc; have IP pools... so, everyone in KC who has Sprint could technically overlap IPs from time to time.
So it's a bit easier to rule out mults in this way than confirm... if one person was always connecting via Spectrum and Verizon, and someone else always connected via Google Fiber and T-Mobile, it's probably not the same person with two phones and connecting through two different providers.
And when you look at these huge lists, there's always some overlap of people in the same city.
The interesting thing about today's IPs, however, is they're both coming from the same ISP (with different IPs) and in the past they've overlapped on the same cell provider as well... and while one person has only posted through the ISP in recent days, the other has also posted several times over a cell provider.
Same internet provider, same cell phone provider, and one is obviously posting from a phone connected over wifi while the other is obviously posting from a laptop/desktop.
Doesn't guarantee the same person, but if you were going to post through two accounts at the same time, within minutes of each other... posting from a phone that's on the same wifi network as your laptop/desktop would make the most sense. :shrug:
