On the first replay, I don't think the defender did much in terms of targeting, really... he kind of stands up a bit to brace for the collision as opposed to continuing into him.

I think picking up the flag was the right call. It sucks but he wasn't targeting him. There was some head contact but that's the kind of hit that's unavoidable when you're flying to the ball carrier.
