I thought he said he would have to look at the complete play and there looks to be a hold at the beginning but never slowed that part of the play down and a good angle of the jersey pulling away from the body. Which I think every ref is taught you see that and it is an automatic flag

The ball was intentionally overthrown to help sell the hold to the refs. If it hits his hands they may not call it.
