This seems much less likely than the more obvious explanation that your neighbor rigged up an elaborate pump/siphon during the cover of night to satisfy his enormous dihydrogen monoxide addiction. Occam's razor suggests that you have come to the wrong conclusion.

I am literally rolling with tears of laughter here. How paranoid does a person have to be to think their neighbor is stealing their pool water? Then set up an actual camera to try to catch this pool water thief.

I let my mentor log into CP for a day.
He said there is no hope for any of us and now (just this past hour) he is in therapy.
We actually debated hypothesis on the missing pool water.

the leak is what pushed him past the point of no return.

If I was stealing my neighbor's pool water and I thought he was onto me, I'd cause a leak in his pool to throw him off the trail. Just saying.
