That's what makes this show great -- it varies from the comics while still maintaining the overall picture. Spoilers my ass, what happens in the comic book doesn't necessarily happen in the show and vice versa.

He wasn't in the finale. But the writers did announce that the Governor would be in season 3.

First - I agree with the majority's opinion of Lori and am happily awaiting her gruesome death but.........................am I the only person who had a different take on her reaction to the news of Shane's death? It looked to me that she recoiled in disgust only after Rick's statement that Carl "put him down". I thought she was reacting to her son getting involved in the killing. :shrug:
