I never understood why the sigs weren't done like the avatars, where you literally CAN'T have one above the limit, as in the thing won't let you put it on there.

Well, for one thing any text you add is also included in the 650 x 200 size limit (which is one thing a lot of people don't seem to understand) , so that wouldn't necessarily prevent people from having oversized sigs.
