The other side of the waiver wire question is how much difference would that really make. Scrubs are scrubs, and this is still (maybe) a 5 or 6 win team regardless of whether they're the scrubs on the roster now or scrubs another team cuts. So...what's the point?

It's got nothing to do with "great players on the waiver wire". It's simply better players on the waiver wire. If you're a 2-win team, there's a pretty good chance that a player cut from a team like the Pats, Colts, Steelers, Chargers, Titans, etc.,. might be better than someone you have. Even if it was a third-stringer they cut, he might be better than your second-stringer.
