It basically means that they have an unrealistically positive view of their team. The fun part is that during the offseason, no one really knows how any teams will do, so you can call anyone a homer if you want to.

Fitzpatrick isn't a bad QB. He's not a Pro Bowler but he is decent.

Tebow is 10 times the physical specimen that Fitzpatrick is and he also happened to be the greatest collegiate athlete of all time.
