I think it is based upon each stations reach and number of people that are able to recieve that particular broadcast. In WIBW's case 90% of the friggin state gets WIBW.

Which I know still doesn't help people in Wichita...... I feel bad for you all. I would offer a party for you to all come to Topeka and watch at my place but my wife said, HELL NO........
