Is that still the case even after the kick is blocked? The ball is live at that point, and the kick has already taken place. Seems to me that he is just another player, and if his knee is down, it's play over (in HS and College).

depends if it crosses the Line of scrimmage. I have seen plays where the ball is kicked and it is blocked behind the line of scrimmage right back to the holder who is still on his knee. he then holds it as the kicker backs up and kicks it again. |
