Why? A lot of people don't have bank accounts. That's a great solution to them not having to pay fees to get checks that don't cover their bills cashed. Being a debit card, it shouldn't work if there aren't funds available. Seems pretty reasonable to me, but I may be missing something obvious. It happens frequently enough. :)
