It was probably an unlicensed one anyway .... there is a huge black market for unregistered cutlery in most Asian countries.

I always had different thoughts whenever I'd hear "Five dolla GI, Five dolla!".

It wasn't until years later I found out she was trying to sell me silverware. She sure was friendly though.....

I'm gonna side with the latter. Right now China is a paper tiger. They have a huge demographic issue (going to be similar to Japan's problems now) and everyone lies to put out the desired outcome for government officials.
