For some reason, this strikes me almost like a challenge to find some random old thread and come up with a "reason" to bump it.

While the random bumps annoy me, this rule goes too far, IMHO.

I'm not a fan of this wording... this policy/rule is very subjective. Who decides what is "very compelling"? There's no way to quantify this.
