I really started noticing it after moving back from alaska.
The panic rate is correlated to the area's ability to adequately remove the snow. Places like central Texas don't even have snow plows and ways to remove it, so it just magnifies the risk.

Already have about 12 inches of snow. Now try 60 plus mile a hour with blowing snow on top of that.
