This should be the expected result if draft pick position is correlated with wins and losses. Perhaps the NFL should consider NOT giving the worst team the #1 draft pick.

All 1-32 teams put in a lottery of equal value without regard to wins or losses in prior season.

If an owner offers his or her coach money to throw games they could bet the other way against their team and win more money over and over again.
