Only when healthy, and he always has nagging injuries, even when supposedly healthy. So no, I would not want him at the cost of not getting someone else that I could count on.

No a June 1st designation does not penalize the player. In fact that is one reason it is done to allow the player to move on.

He can sign with another team as soon as it is official with the NFL.
