Yeah, but there are more factors at play than just the size of the earthquake. Even a huge quake will not always cause a Tsunami like the one in Indonesia, and Japan has a much better warning system.

I watched this documentary one time about an island off the African coast. There is a giant sheet of granite (the size of a 50 story building) on that island that is sloughing off a mountain and, according to the geo-physicists who are studying the deal, when that granite finally falls into the ocean, they expect a potential 90 foot tidal flood to hit the US.
