Raw numbers mean nothing - 12 drops is high for 12 attempts but meaningless for 1200. You need to look at percentages. That said, he's not on this list. Nor is he on this list for the year before. It's happened before ... a player gets tag but doesn't sign the tag until a new contract is worked out. If the Chiefs work out a trade then the new team can work out a long term contract with Bowe. Then Bowe gets signed/traded.

Any team can throw down a contract and offer up a first round pick allowing the Steelers to match. If they don't the trade goes through.

That's not the definition of a trade, but in terms of the likelihood of Pittsburgh matching that deal and what's being offered, it pretty much is a trade.
