I suspect if the Bills simply lodged no opinion on the subject, you might have the NFL putting pressure on them to resume it.

And had the Bills come out enthusiastically in support of playing, it would've been played.

I have no objections with anyone thinking the Bills were justified in not wanting to play this game, but make no mistake, the Bills are why this game isn't being played.
