FWIW, I have a friend who’s a longtime Georgia beat writer. I asked him about that this week. His answer:

I’ve never thought that’s true. He may be described as a “character” but what WR isn’t? At Georgia he did some immature stuff like pour water on a Tennessee player, and one time he got in shoving match with a Tech player and was suspended for the first half of the Sec championship. But never been in trouble with the law, anything like that. If not for his acl injury March of last year he’s a sure fire first round pick imo.
